Avec in\u00e9vitablement l&rsquo;image d\u2019\u00c9pinal de trains vides exploit\u00e9s uniquement pour l&rsquo;ego des politiciens r\u00e9gionaux. <!--more--><\/p>\n<p>Sans vouloir jouer les Jean-Pierre Pernaut, il faut donc r\u00e9pondre pr\u00e9cis\u00e9ment \u00e0 la question suivante : combien cela co\u00fbte-t-il aux R\u00e9gions ?<\/p>\n<p>Il faut avant toute chose rappeler que le TER en province, et le Transilien en Ile-de-France, sont de la comp\u00e9tence des R\u00e9gions ; or, les R\u00e9gions fran\u00e7aises ont un budget cumul\u00e9 de 27 milliards d&rsquo;Euros annuels, ce qui est peu par rapport aux budgets de l\u2019ensemble des collectivit\u00e9s territoriales (en tout, 240 milliards environ), lui-m\u00eame bien inf\u00e9rieur au budget de l&rsquo;Etat. C\u2019est \u00e9galement peu par rapport aux L\u00e4nder allemands. La \u00ab\u00a0lourdeur\u00a0\u00bb des co\u00fbts du TER, le cas \u00e9ch\u00e9ant, doit \u00eatre rapport\u00e9e aux budgets des R\u00e9gions, des collectivit\u00e9s dont le budget est somme toute relativement limit\u00e9.<\/p>\n<p>Voici des tableaux qui r\u00e9capitulent les donn\u00e9es (qui peuvent l\u00e9g\u00e8rement diff\u00e9rer, ph\u00e9nom\u00e8ne d\u00fb aux arrondis) :<\/p>\n<table class=\"MsoNormalTable\" style=\"width: 600px; font-family: 'Verdana','sans-serif'; color: #000000;\">18 %<\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><em>Source\u00a0: Les Compte des Transports en 2012, Commissariat g\u00e9n\u00e9ral au D\u00e9veloppement durable, p.119.<\/em><\/p>\n<p>Les R\u00e9gions consacrent donc chaque ann\u00e9e 5 milliards d\u2019\u20ac au TER et au Transilien.<\/p>\n<p>D&rsquo;un point de vue b\u00eatement math\u00e9matique, cette somme constitue 18 % de leurs d\u00e9penses, une somme qui n&rsquo;a rien d&rsquo;exorbitant sachant que la loi ne leur conf\u00e8re qu\u2019un nombre tr\u00e8s limit\u00e9 de missions.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-23228\" src=\"http:\/\/carfree.fr\/img\/2014\/08\/2446071267.2.jpg\" alt=\"2446071267.2\" width=\"500\" height=\"281\" \/><\/p>\n<p>Bien entendu, chacun est libre d\u2019estimer que les budgets d\u00e9volus au transport ferroviaire r\u00e9gional sont trop \u00e9lev\u00e9s, concernant un mode qui, en dehors de la r\u00e9gion capitale, n&rsquo;assure qu\u2019un nombre finalement assez limit\u00e9 de d\u00e9placements. Mais la diff\u00e9rence avec la concurrence automobile est que cette derni\u00e8re a ses d\u00e9penses de fonctionnement (l\u2019achat et l\u2019entretien du v\u00e9hicule, le carburant, l\u2019assurance&#8230;) int\u00e9gralement prises en charge par l&rsquo;usager, alors que celles du train r\u00e9gional le sont aux trois-quarts par la collectivit\u00e9. Et les d\u00e9penses de fonctionnement des automobiles co\u00fbtent aux m\u00e9nages de l&rsquo;ordre de 130 milliards d&rsquo;Euros par an, un pr\u00e9l\u00e8vement quasi-obligatoire de fait dans la mesure o\u00f9 le m\u00e9nage est souvent captif de sa voiture, \u00e0 c\u00f4t\u00e9 duquel les sommes d\u00e9volues aux trains r\u00e9gionaux apparaissent finalement assez proportionnelles \u00e0 leur trafic.<\/p>\n<p>Il est l\u00e9gitime aussi de s&rsquo;inqui\u00e9ter de l&rsquo;augmentation des budgets que les R\u00e9gions consacrent aux trains, pour un service qui reste malheureusement m\u00e9diocre notamment du point de vue des fr\u00e9quences.
