Je crois bien que je n\u2019ai pas le go\u00fbt de commenter. L\u2019affaire est d\u2019une telle clart\u00e9. D\u2019une telle confondante clart\u00e9. L\u2019entreprise de destruction du monde avance sur son erre, sans d\u00e9vier d\u2019un millim\u00e8tre. Les grandes envol\u00e9es sur le d\u00e9r\u00e8glement climatique, les milliers de r\u00e9unions, les millions de textes de toute nature ne servent qu\u2019\u00e0 masquer le fait brutal que rien ne change. Et rien ne changera sans mouvement des profondeurs de la soci\u00e9t\u00e9 humaine. Nous en sommes loin ? Tragiquement loin, cela se voit comme le nez au milieu de la figure. <\/p>\n
Deux informations. Un, le Commissariat g\u00e9n\u00e9ral au d\u00e9veloppement durable, qui d\u00e9pend du minist\u00e8re de l\u2019\u00c9cologie, vient de gravement ridiculiser la France. Dans un rapport dont presque personne ne parlera, elle note (lire ici<\/strong>) que notre pays aurait \u00e9mis en 2007 439 millions de tonnes de gaz carbonique, le fameux CO2. Contre 438 millions en 1990, qui sert de point z\u00e9ro pour les politiques de r\u00e9duction des \u00e9missions. Autrement dit, la France a augment\u00e9 <\/strong>ses \u00e9missions tout en pr\u00e9tendant les r\u00e9duire. Mais il y a pire, car ce m\u00eame Commissariat s\u2019est livr\u00e9 \u00e0 un calcul complet, int\u00e9grant le CO2 camoufl\u00e9 dans nos importations. Eh oui,\u00a0 bonnes gens, du CO2 a \u00e9t\u00e9 \u00e9mis pour fabriquer les joujoux made in China<\/em> ou les colifichets made in Japan<\/em>. Il faut donc le comptabiliser. \u00c0 ce compte-l\u00e0, la France a \u00e9mis directement et indirectement 545 millions de tonnes de CO2 en 2005. Chapeau bas !<\/p>\n Autre \u00e9tude, rendue publique \u00e0 une \u00e9ni\u00e8me r\u00e9union des Nations unies sur le climat, qui s\u2019est tenue d\u00e9but ao\u00fbt \u00e0 Bonn. Sivan Kartha, du Stockholm Environment Institute, y montre que les m\u00e9canismes imagin\u00e9s par les bureaucrates – probablement manipul\u00e9s par l\u2019industrie, selon moi – pour lutter contre le d\u00e9sastre climatique sont parsem\u00e9s de biais et d\u2019\u00e9chappatoires. La r\u00e9alit\u00e9 est presque simple : le capitalisme vert a transform\u00e9 le climat en un march\u00e9, un de plus. Et Kartha constate qu\u2019il existe au moins quatre m\u00e9canismes pervers, dont celui contre la d\u00e9forestation, qui permettent d\u2019augmenter l\u00e9galement<\/strong><\/em> les \u00e9missions de CO2. Au lieu que de diminuer, sur le papier au moins, de 20 % en 2020, elles pourraient sans tricher augmenter<\/strong><\/em> de 9 % (lire ici<\/strong><\/a>).<\/p>\n Ajoutons que, selon les flics europ\u00e9ens d\u2019Europol, le crime organis\u00e9 s\u2019est empar\u00e9 du juteux march\u00e9 du carbone. L\u2019Union europ\u00e9enne aurait perdu \u00e0 ce jeu sinistre 5 milliards de dollars en seulement 18 mois. Ce march\u00e9 serait truand\u00e9 \u00e0 plus de 90 % dans certains pays de l\u2019Union. Pour ceux qui lisent l\u2019anglais, je mets en PS le communiqu\u00e9 d\u2019Europol. Pour le reste, quoi ? Pour le reste, rien ne bouge, rien ne change. Des mots, des moulinets, toute cette criminelle inertie. This resulted in losses of approximately 5 billion euros for several national tax revenues. It is estimated that in some countries, up to 90% of the whole market volume was caused by fraudulent activities.Indications of suspicious trading activities were noted in late 2008, when several market platforms saw an unprecedented increase in the trade volume of European Unit Allowances (EUAs). Market volume peaked in May 2009, with several hundred million EUAs traded in e.g. in France and Denmark. At that time the market price of 1 EUA, which equals 1 ton of carbon dioxide, was around EUR 12,5.<\/p>\n As an immediate measure to prevent further losses France, the Netherlands, the UK and most recently Spain, have all changed their taxation rules on these transactions. After these measures were taken, the market volume in the aforementioned countries dropped by up to 90 percent.<\/p>\n With the support of Belgium, Denmark, France, the Netherlands, Spain and the United Kingdom Europol has set up a specific project to collect and analyse information in order to identify and disrupt the organised criminal structures behind these fraud schemes. There are reasons to believe that fraudsters might soon migrate towards the gas and electricity branches of the energy sector.<\/p>\n Mr. Wainwright, Director of Europol, says \u201cThese criminal activities endanger the credibility of the European Union Emission Trading System and lead to the loss of significant tax revenue for governments. Europol is using its expertise and information capabilities to help target the organised crime groups involved\u201d. Europol has therefore offered its support to the European Commission – DG Environment to safeguard the integrity of the Community Independent Transaction Log.\u201d<\/p>\n Background information <\/strong><\/p>\n Missing trader intra-community fraud (MTIC) is the theft of Value Added Tax (VAT) from a government by organised crime groups who exploit the way VAT is treated within the member states of the EU.<\/p>\n The EU has the objective of limiting global warming to 2 degrees Celsius above pre-industrial levels, to reduce climate change and meet its obligations under the Kyoto Protocol. Each MS has granted its emitting facilities a certain amount of emission rights by means of a National Allocation Plan. These emission rights can be traded like any other commodity on the market. The transfer of greenhouse gas emission allowances is a taxable supply of services.<\/p>\n In Europe there are 6 trading platforms: European Climate Exchange (London, UK), Nordic Power Exchange (Oslo, Norway), European Energy Exchange (Leipzig, Germany), Energy Exchange Austria (Graz, Austria), Climex (Amsterdam, the Netherlands) and BlueNext (Paris, France) and various other market platforms such as SENDECO2, Italian Power Exchange GME and most recently Greenmarket, set up by Deutsche Bank at the Munich exchange. More than 2 billion EUAs have been allocated to 12.000 emitting facilities in the 27 MS. The EU carbon market is estimated to be worth about \u20ac90 billion a year!<\/p>\n The Emissions Trading Scheme (EU ETS) was created as a cap-and-trade system for transactions of European Unit Allowances. Each transfer of EUAs is recorded in a national registry before it is centrally stored in the Community Independent Transaction Log (CITL) at the EU Commission.<\/p>\n Carbon credit fraud is a variation on the VAT carousel fraud.
